"Madam President, please allow me to clarify that on 5 March I did not attend a NATO Summit. I might have wanted to but I did not attend the NATO Summit as is mistakenly indicated in the question. Instead, I took part in the meeting of the Commission – our weekly meeting – and in that meeting we adopted a Commission communication entitled, ‘The Western Balkans: enhancing the European perspective’. Subsequently I made the statement at the press conference on this issue to which the honourable Member is referring. In that context, in the press conference, I noted that the main issue was consuming much political energy. I encouraged the leaders of both countries to find a formula which is acceptable to both sides. I have done this publicly and privately. In reply to a question I explained that the decisions relating to the EU accession process are taken by Member States on the basis of unanimity. In this context I expressed my concern that the lack of a solution to the main issue could have a negative effect on the country’s accession process. I can assure you that the Commission will continue to call on the parties to engage constructively to resolve the main issue. However, the Commission has no competences, no powers on such measures and therefore efforts should continue under the auspices of the United Nations within the framework of the two important UN Executive Council resolutions which date from the year 1993."@en1
