"Mr President, I would like to begin by saying that I wish to speak specifically on the Ţicău Report. While we have a proposal that is largely unproblematic, I would like to comment on the issue of sanctions. It is important to understand that we need common sanctions, but we also need to address the issue of common enforceability. Whilst I am against more red tape, we must find a system whereby drivers and their companies can be more easily prosecuted when they cause accidents in other Member States. At present, such companies and their drivers are escaping prosecution for offences caused, for example, in the United Kingdom, as the paperwork required to bring them to justice is currently too great. This is particularly alarming when we consider that according to my information there has been a 75% increase in road traffic accidents by drivers from other Member States in parts of my constituency alone in the past five years. I regularly receive complaints from people who have been quite badly injured by commercial vehicles and their drivers and it is frustrating that our present police enforcement services are either unable or unwilling to hold these drivers to account. I therefore look forward to further developments in this area so that we can ease the path in bringing these reckless individuals to justice."@en1
