"Mr President, in such a short speech one can deal only with fundamental matters concerning the documents under discussion. It is worth remembering that our goal is a free market, and a free market in terms of these services – road services – too. From this aspect the documents we are discussing are in reality a type of services directive, only one that is aimed at this particular market. In this connection the second point worth thinking about is that all restrictions and indirect routes that we apply – such as solutions relating to transitional periods, cabotage and the year 2014 – are partial solutions that should not divert us off the main highway of maximum market openness. Finally, it needs to be emphasised that certain special restrictions linked to this specific market, such as working time and solutions relating to the environment and to traffic safety, are obviously of great importance here, but we should not forget where the boundaries of safety and social negotiations lie."@en1
