". I should like to thank Mr Grosch and Mrs Ţicău for the work they have done and to make three comments. My first comment relates to the amendment of the list of offences in Mrs Ţicău’s proposal, which may lead to the permit of a transport operator being withdrawn. This list of offences is an essential element of the package, and constitutes a potential restriction of the internal market. For that reason, it would be better if the list of offences were to be amended via the codecision rather than the comitology procedure. I have therefore submitted an amendment in support of this alteration that I hope you will all support. Secondly, I should like to stress the importance of thorough supervision of the list of offences. The proposals being discussed here this afternoon are intended to improve the internal market. This means that it is important, however, that a truly level playing field be created. The Member States will have to enforce the rules under this regulation in the same way, and therefore I request that the European Commission thoroughly monitor the correct application of this regulation by Member States. My third point is that there are indeed Member States that attempt to limit this cabotage to a minimum. This is in complete contravention of the principles of the internal market and, in addition, indirectly pollutes the environment. I shall therefore certainly lend my support to the amendment that is intended to lift the restrictions upon cabotage with effect from 2012."@en1
