"The Community Tobacco Fund financed by the transfer of a certain amount of tobacco aid for the years 2006 and 2007 promotes initiatives to raise public awareness of the harmful effects of smoking. The Committee on Agriculture and Rural Development has proposed extending the funding until the end of the financial perspective and has increased the percentage rate to 6%. Tobacco consumption in Europe has not changed and the gradual reduction in European production has been replaced by tobacco imports. The parallel question of maintaining the CMO in tobacco and therefore of postponing the 2004 reform that should have applied from 2010 must be addressed during the health check of the CAP because decoupling causes the almost total abandonment of production with no sustainable alternative from the point of view of the economy and jobs, which has had very serious consequences for the rural areas concerned but no impact on public health. I do not think the fight against smoking and the extension of a transitional period enabling European producers to find alternatives to growing tobacco and reduce the negative impact on our regions are mutually exclusive."@en1
