At the risk of going off on a tangent, I would like to ask about the role of the social partners, which seem conspicuous by their absence from this report. We are working according to Article 128, which means we are going to make recommendations to the Member States, but I believe the time has come to move towards greater action. Commissioner, what are your feelings about the application of Article 139 of the Treaty, which provides for precisely this possibility, that of the social partners creating Community level employment law? How can we have an employment policy without coordination of social law? I think that in application of Article 138, Commissioner, it is up to you to promote the social partners; we need to involve them in the creation of proper European social legislation."@en1
