"In reality, there are only two ways to solve the unemployment issue: one is for the people to go where the work is, and the other is for the work to go where the people are. I think that the latter option is more sensible because none of the means used in option one (shared work, flexible contractual arrangements, more flexible working hours, etc.) has brought the desired results. In my opinion, option two offers more potential and is quite suitable for the European Union.
