"Tobacco kills about half a million European citizens a year. Even amongst non-smokers there are 19 000 deaths a year from passive smoking. How do I know that? That is the message in the television adverts the European Union itself is having shown in all 27 Member States as part of a big anti-smoking campaign. Altogether we have earmarked EUR 18 million for it, but that sum is a drop in the ocean compared with the subsidies the European Union pays tobacco growers every year. This year Brussels is still spending EUR 320 million on them. Three years ago it was still nearly EUR 1 thousand million. Is it not very strange that we are trying to combat smoking and at the same time are funding tobacco production with European tax revenue? Furthermore, this continued funding goes against the whole idea behind our agricultural policy reforms, which is that we have to abolish production subsidies. Mr President, the proposal by the European Commission to continue support to the Tobacco Fund in 2008 and 2009 has my full support, but the fund cannot be used as an excuse to continue tobacco subsidies in 2013. Although I have enormous respect for my fellow Members’ arguments, I believe in this case that public health must come first."@en1
