This is what happens when speakers take up a greater amount of time than was anticipated. As we agreed earlier, the Minister was to speak for 5 minutes. He spoke for 10 minutes, so we have a further delay of 5 minutes. This is how it happens, with half a minute here and 5 minutes there, and these delays do add up, so let us feel jointly responsible for keeping to schedule."@en1
