"This report carries on a European Commission initiative and establishes a series of European Parliament guidelines for the creation of
instruments for environmental and related policy purposes, a prospect that we view with the most serious reservations and concerns.
It aims to reduce pollution and protect the environment through the use of
measures and the implementation of the polluter pays principle, the costs of which, in the final analysis, will be borne by consumers, generally families that already pay most environmental taxes.
