When the EU, the world’s largest donor of aid, operates in the developing world, our values must be clear. Human rights must be our watchword, not just in theory but also in practice. Saying, therefore, that the EU should not use the European Development Fund to promote democracy and human rights by being able to demand development in this area conflicts with our desire to achieve real results. Aid does good only if it benefits the citizens, therefore we as donors must be able to set criteria to encourage the development of democracy, human rights and a functioning civil society. Creating development sometimes also requires direct help through peacekeeping operations. These should also be able to be covered by the European Investment Fund, as such operations reduce human suffering and prevent catastrophe in a very real way.
Naturally, we in the rich world must not impose a particular way of living on other people. However, we have a responsibility to enable choice where today there is no choice. Therefore, I was disappointed that what is otherwise a good and important report calls into question what is for me a fundamental principle of something being done in return in terms of free and human rights, and the opportunity for peacekeeping operations within the European Investment Fund."@en1
