". − The implementation of the budget of the 10th European Development Fund must not be assessed in purely accounting terms. This is not the function of this Parliament, as duly noted by the report in question. Rather than discussing the integration of the EDF into the Commission’s budget or the rules on using the balance remaining from each financial year, what concerns us is the coherence between the use of these funds and the political goals of the European Union with regard to the ACP countries. In this respect, it is striking that the current situation on the ground is quite different from what existed when these instruments, and their framework, were created. In addition to the China factor to be taken into account in many of these countries, consideration must be given to the effects of changes in the agricultural and food markets, climate change and the new approach of the United States towards Africa. In light of all this, it is felt that the road followed so far is no longer totally appropriate and this, I would stress, is our main concern."@en1
