lpv:spoken text	"I welcome the Carlotti report on the implementation of the programming of the 10th European Development Fund (EDF). To ensure that the EDF’s goals of poverty eradication in partner countries and regions and the pursuit of the Millennium Development Goals are achieved a stronger parliamentary scrutiny of its delivery instruments is required. I further agree with the idea that the programming of the Fund should pay particular attention to MDG-related areas such as health, education, respect of the environment and encouragement of good governance. The current ratification difficulties the 10th EDF is encountering need to be addressed in order to facilitate swift implementation of the Fund. I voted in support of the report."@en1
