"Although it is true that, in combating drug use, information, prevention and awareness are essential to avert the risks of drug addiction for the physical and mental health of users, they are unfortunately not enough. According to the European Monitoring Centre for Drugs and Drug Addiction, over 70 million Europeans have smoked cannabis and 60% of people that go to discos in France, Italy and the United Kingdom have taken cocaine. It has to be concluded that European information and communication strategies are totally ineffective, since drug supply and demand is unfortunately on the increase everywhere in France and in Europe. No compromise is acceptable where the use and sale of drugs is concerned. Only zero tolerance works. The harm caused to thousands of victims by experimental policies to liberalise drugs confirms that evidence."@en1
