I voted in favour of discharge for the Director of the European Agency for the Management of Operational Cooperation at the External Borders (FRONTEX) in respect of the implementation of its budget for the financial year 2006 on the basis of the report by my Austrian colleague Mr Hans-Peter Martin, which recommends to Parliament to give discharge. The discharge procedure should be simplified and streamlined for the decentralised agencies, which are growing in number
(from 8 in 2000, to 20 in 2006) and represent a total budget of around EUR 1 billion. I support the request for the Commission to present a study every five years on the added value of each agency and not to hesitate to close an agency if the analysis concludes that it is not useful. The internal audit procedures of the agencies also need urgent improvement and I support the possibility of having a common disciplinary board for all the agencies. Regarding FRONTEX, it is not right that the Agency only obtained full financial autonomy from 1 October 2006 and that before that date, all administrative expenditure required the authorisation of the Commission in Brussels. I congratulate the Agency on its work, despite insufficient resources, and I hope that these will significantly increase in the future."@en1
