"With regard to the specific case to which Ms Miguélez Ramos made reference, I would like to say that today the Commission issued a statement to the effect that we are concerned to learn of the hijacking of a Spanish fishing vessel in international waters off the coast of Somalia.
The Commission’s number one concern is the safety of the Spanish fishermen on board. It goes on to say that it deplores all acts of piracy and armed robbery. The maintenance of security in the waters off the coast of Somalia cannot be adequately ensured by the Somali authorities. As a result, there is a serious problem with piracy.
It concludes by saying that the Commission is of the view that a coordinated approach to the protection of EU merchant and fishing vessels cruising in unsecured maritime zones might legitimately form part of a European maritime policy, but it also relates to European security and defence policy. In any case, this is a matter for the Council to decide."@en1
