"Mr President, I have some questions. Why is it that, in a Parliament committed to openness and transparency, our own authorities keep secret embarrassing reports which reveal the fraudulent practices of Members? Why is it that there was no requirement for Members to account for their use of general expenditure? How much of that money ends up in private pockets? Why do we keep secret the names of the 407 Members who benefit from EUR 27 000 each paid into a voluntary pension fund, amongst them myself? Why do we have no controls over those Members who embezzle nearly EUR 14 000 each year by making private payments into that pension fund from the public purse? Is there any reason, other than greed, that prevents those to whom we look for guidance – the Bureau and sometimes even the Conference of Presidents – introducing the genuine reforms that are so long overdue? This failure brings shame upon us all and upon this House."@en1
