I voted in favour of the report by my esteemed German colleague and friend Ingeborg Grässle, which is part of the consultation procedure on the draft Commission regulation (EC) amending Regulation (EC) No 1653/2004 on a standard financial regulation for the executive agencies pursuant to Council Regulation (EC) No 58/2003 laying down the statute for executive agencies to be entrusted with certain tasks in the management of Community programmes. I support the rapporteur’s proposals aimed at harmonising the deadlines for the discharge procedure and bringing the text of the standard financial regulation for the executive agencies into line with the Financial Regulation applicable to the general budget of the European Communities. I also support the proposal aimed at clarifying the data to be contained in the establishment plan with regard to temporary and contract staff as well as seconded national experts so that the budgetary authority has a clear insight into the changes in each agency’s ‘personnel’ budget. The proposal to formalise the requirement for the authorising officer, i.e. the director of the agency, to be ultimately responsible is also valid."@en1
