"The Sixth Community Environment Action Programme, which laid the foundations for Europe's policy on climate, biodiversity, the environment, health and natural resources, has been very successful.
However, as Commissioner Dimas himself mentioned, the EU has fallen a long way behind its schedule for reaching the environmental protection targets it originally set, especially on atmospheric pollution, with all the associated problems: the greenhouse effect, health impairment and acid rain.
The cut in funding for Natura 2000 and the LIFE+ programme, moreover, is giving great cause for concern to small local authorities, which will suffer a corresponding reduction in their scope for action as regards effective environmental policies to protect their own area.
I therefore cannot fail to fully agree with Mrs Myller, who, in this report calls on the Commission to include clearer, more specific quantitative and qualitative deadlines and targets in the text. Indeed, although the climate and energy package, the revision of the Waste Directive and the revision of the IPPC should help us to ensure a sustainable future for Europe, we have a pressing need and a responsibility to revise the Sixth Programme in order to fine-tune EU environmental action over the coming decades."@en1
