"The goal of Mr Morillon’s report should have been to simplify the common fisheries policy. I am not convinced that the report’s initial proposals met this requirement. The inclusion of agreements that fall under Article 63 of the United Nations Convention on the Law of the Sea would produce great practical difficulties for the Scottish fishing industry. Provisions pertaining to utilisation appear to already form part of existing third-country fisheries partnership agreements and the report’s recommendations only serve to further complicate matters in this area. My vote reflected these concerns."@en1
