"It should be perfectly clear to all by now that we need to prepare for climate change. Our society and economy must change as our climate changes. As a supranational organisation, the European Union has a special role in allowing the relevant preparation and coordination of its Members. Acts done at EU level should be ambitious and in keeping with the scientific reality of our times. Forward planning can help us deal with the most adverse effects of climate change. The EU should be generous in its external relations when dealing with developing countries and help them adapt to climate change – a phenomenon for which they are not responsible, but one from which they will suffer disproportionately. Future trade measures concluded with the developing world should take this into account if they are to be in any way fair."@en1
