". – Madam President, Commissioner, ladies and gentlemen, the rigid debate between the concept of culture as purely an end in itself on the one hand and the total ‘marketisation’ of culture on the other is forced open by the Bono report. We are emphasising the significance of the creative industries as part of the Lisbon Strategy for economic growth without at the same time subjecting cultural policy to purely economic constraints.
The creative and cultural industries are seen as independent economic sectors, and they have been the driving force for jobs in Europe in recent years. In Germany, for example, they are creating more jobs than the car industry, and the European Union and the Member States must orient their policy accordingly. There is a great deal still to do in this regard.
I should also like to emphasise once again – in the face of all the complicated arguments surrounding copyright – that the appropriate political rules still have to be found for the products of intellectual property in the digital world, to ensure open access to the Internet for private end-users on the one hand and create new income opportunities for artists who produce creative content on the other."@en1
