".
The answer to the supplementary question raised by Mr Medina Ortega is very clear. The Council is incapable of doing anything to force a Member State to behave in a particular way when deciding on the granting of asylum.
These are the obligations of the Member States under international law. However, there are going to be additional obligations when we take a new step towards a common European Union asylum policy, which I described earlier, that is to say towards establishing a common asylum system.
Mr Pirker, I cannot add to what I said earlier in the introduction. The intended schedule will have to be presented by the European Commission. I suggest that this question be addressed to the Commission as well."@en1
