The Council respects the rights of each Member State to make an independent and sovereign decision on the ratification process in accordance with its internal regulations, and neither the Council nor the Presidency interferes in the matter. In response to Mrs McGuinness, as I have just said, the choice of the method of ratification of the new treaty is a sovereign right of each Member State, which should independently decide, in accordance with its legislation, whether it will have a referendum or ratify the new treaty in parliament. This fact will not be changed in any way by the new treaty.
