"Madam President, if we want to be able to count on Iraqi partners who will help to create democracy as the basis of peaceful coexistence, investment will be needed. I recall that when I was a student, we simply used to host young people from Iraq in our secondary schools. Perhaps it would be possible for the European Union to make similar opportunities available to young Iraqis at the present time. I have in mind inviting young people under the age of 24, and enabling them to live amongst us and learn from the experience. They would of course make a critical assessment of what they saw, retain what was positive and replicate it back home, whilst perhaps improving on what they deemed to be negative. I hereby commend this school-based proposal to the House. Visits of this type need not take place exclusively at university level. Clearly, policies depend on people, and there could be room for such a venture within your area of competence, Madam."@en1
