". − All policies must clearly correspond to a need and must effectively meet this need. Given the current situation in terms of agricultural markets, consumption patterns, environmental requirements and future trends, the assumptions, concepts and rules of the common agricultural policy must be reconsidered and reformed. The central axis of this reform must include certain key ideas, such as the importance of the rural world’s viability, the need to prevent the disappearance of European agriculture, farmers’ incomes, the need to bring into this market young entrepreneurs and creative models of production and management, and also consumers’ interests, which, even though we are all consumers, are very often not vigorously represented. Despite the immediate disadvantages that a generalised fall in agricultural prices may bring for certain sectors of society, in both developed and developing economies, this reform will have a series of virtues (there will immediately be higher consumption among people in countries experiencing accelerated development) and potential benefits, which must be taken into account. This is the approach that I hope will be adopted, by both the EU institutions and the national governments."@en1
