"Mr President, the European Union’s role is to legislate and to devise solutions that ensure, firstly, stability and development for farms, secondly, a suitable income level for farmers, comparable to levels in other occupations, thirdly, food security for society and fourthly, the availability of affordable food for low earners. I believe the report by Mr Goepel is in line with the role I have just outlined. It is important to bear in mind, however, that farmers are engaged in a very specific activity, namely production out in the open that is dependent on climatic conditions. Production cannot therefore be increased overnight, for instance by introducing a second shift. Agricultural products represent a vital area of commerce. The conditions and principles of trade on the global market therefore have important consequences for European agriculture. I have in mind the WTO negotiations. Agriculture is not simply production. It also helps to preserve the landscape and impacts on the environment: hence the complex nature of the tasks involved and the need to introduce suitable instruments providing support, within the framework of the common agricultural policy."@en1
