"Question No 34 by Avril Doyle () On 23 January 2008 the European Commission put forward a far-reaching package of proposalsthat will deliver on the European Union's ambitious commitments to fight climate change and promote renewable energy up to 2020 and beyond. Central to the strategy is a strengthening and expansion of the Emissions Trading System (EU ETS), the EU's key tool for cutting emissions cost-effectively. Emissions from the sectors covered by the system will be cut by 21% by 2020 compared with levels in 2005. A single EU-wide cap on ETS emissions will be set, and free allocation of emission allowances will be progressively replaced by auctioning of allowances by 2020. Under any international agreement, which would ensure that competitors in other parts of the world bear a comparable cost, the risk of carbon leakage could well be negligible. However, such an agreement is not yet in place. In light of the above, can the Commission comment as to why carbon tariffs on imports into the EU were excluded from the EU ETS? Secondly, can the Commission further indicate the degree of support in the College of Commissioners on the issue of carbon tariffs on products from countries that have no CO reduction legislation in place? Has the WTO a view on this?"@en1
