"Mr President, as regards the increase in the number of sex offenders who are convicted in the courts of various Member States; a number of countries now have a Sex Offenders Register in operation. When a sex offender is released the police are informed of his place of residence. If he lives near a school or a youth club, for example, the police and the public should be given that information.
Many offenders reoffend, especially those who do not receive treatment while in prison. However, there is nothing preventing them from committing the same crime in another country. Therefore, it is clear that a European database is necessary in order to ensure international co-operation and to help resolve this problem."@en1
