"Mr President, since the end of the Second World War, no other conflict has been as cruel and barbaric as that in the Congo. Armed conflict in North Kivu province has continued with variable intensity for the last 10 years. It has resulted in more than five million victims. Some 1 500 people are dying every day as a result of the fighting. Mass killings, the rape of young girls and mothers, and forced conscription of civilians and children into the armed forces are the order of the day. Many other serious violations of human rights have also taken place in recent months in the east of the Democratic Republic of Congo. They have been committed by the rebel groups loyal to Laurent Nkunda, by the fighters of the democratic forces attempting to liberate Rwanda, and by the Congolese army itself. The eastern part of Congo is in need of immediate medical aid and food supplies, as recent events have forced most humanitarian organisations to suspend their activities. I therefore call on the Council and the European Commission to make crisis funding available in view of the unusually grave humanitarian situation in this region."@en1
