lpv:spoken text	"Mr President, I welcome the opportunity to speak briefly on the future of cohesion policy, which is of crucial importance to old and new Member States alike. I work closely with Scottish local government bodies on their concerns, and was delighted that the Convention of Scottish Local Authorities (COSLA) recently welcomed the draft EU Treaty as far as local government is concerned. The Treaty recognises the principle of local self-government, as well as that of territorial cohesion. It was no surprise to me that regional policy was among the five key areas recently raised with me by the COSLA. In the context of reduced EU structural monies and funds, regional development monies must be better targeted – as many speakers have said – at local areas and local authorities, which must be the key deliverers of those funds. The Guellec report reinforces the role of local authorities in delivering Structural Funds – after all, we forget at our peril that all politics are local."@en1
