Has any effort been made to bring them on board, so that we have a more unified approach to the UN mission that is going into Chad, or the European Union mission that is going into Chad? All contact so far seems to be with the government itself. I wonder if the way forward might not be to get people on board who may be opposed to the government, but who are not involved in rebel groups."@en1
