"Dear Mr. Chairman, Dear Mr. Rupel, Dear Mr. Rehn, Perhaps now is the time to once more express our regret that no agreement was reached on the status of Kosovo between Serbia and Kosovo but there was no way for the negotiations to continue forever since both sides remained at their mutually exclusive positions. We could also voice our regret that, today, Serbia and the Serbian people have to foot the bill of Great Serbian nationalism, to which the country is bidding farewell, although with some difficulties. However, we have to be realistic and emphasize that the independence of Kosovo, though not independence in the full sense of the word, is a fact, a real fact that, of course, attributes new quality to the ongoing processes. We have to take into consideration this fact and the disputes whether to recognise it or not do now change its existence. We cannot but think of the possible consequences that this act will produce on the stability in South-Eastern Europe, hopefully, of a short-term nature only. Still, it is necessary for the European Union to make several important steps: first, to assist the establishment of an adequate administrative and governmental structure in Kosovo, then to speed up the integration of Serbia by rapidly signing a stabilisation and association agreement, and to pay special attention to Macedonia, Bosnia and Herzegovina and Montenegro because there is the risk of missing the forest in South-Eastern Europe for the tree."@en1
