". Mr President, ladies and gentlemen, I strongly oppose this report. From the outset I have expressed my opposition to the way the Treaty of Lisbon has been devised and ratified. In fact, I believe that a Treaty cannot simply be ratified by the national parliaments, but it needs a referendum. Then, looking at the merits of the text itself, I totally disagree with some sections. In particular, in the third indent of paragraph 6, I utterly deplore the reference to Italy, though implicit. In fact, the text expresses regret about ‘the extra parliamentary seat attributed to a Member State in derogation of the principle of degressive proportionality’. The truth is, this is all completely false. With this attribution, even if it comes in the form of an extra seat, discrimination orchestrated to harm Italy has been partially revived."@en1
