"Mr President, one of the strongest features of the Treaty will be that it marks the coming of age of the common foreign security and defence policy. It proposes radical changes to the structure of the EU, notably by upgrading the High Representative as Vice-President of the Commission and a chair of the Council, with a tripartite service of diplomats beneath him. It is crucial that these arrangements are firmly in place as soon as the Treaty comes into force: delay and quarrelling for the spoils of victory will confuse third countries and cause cynicism within European public opinion.
