This EP own-initiative report is a genuine repository of goals and initiatives for liberalising world trade – whether in goods, services or capital – led by the EU and the European Commission, a virtually omnipotent body in common commercial policy with the new draft Treaty, which makes this an exclusive EU competence. The opening up of markets is the dogma. The end of all and any trade barriers, especially with the developed and emerging economies, is the course of action. The opening up of markets, carried out if possible in the image of the EU single market, is the objective. Since it considers the current WTO system to be insufficiently regulatory and binding, it advocates the ‘European governance model’ for trade, whether by concluding free trade agreements or by stressing conclusion of the current round of WTO negotiations – for which it calls for synergies to be created with the EU’s major trading partners (such as the USA, Canada and Japan).
