lpv:spoken text	"Mr President, I wish to raise an issue in relation to the payment of REPS to farmers. Over the last 14 years, REPS have been paid at a very early stage once the documentation has been filed with the Commission or with the Department of Agriculture in Ireland. I now understand that the payments are going to be delayed, and that over 6 000 farmers are already behind in respect of receiving payments. I also understand that this figure will rise to over 60 000 in the next few months. The point is that farmers have planned their financial affairs for a 12-month period and have planned with their banks, and now many of them will not be able to make their repayments to the banks as a result of this change. I would ask for my views to be conveyed to the Commissioner and for this matter to be resolved so that the old procedure –which was in place for 14 years – can be restored."@en1
