"I welcome this proposal by Mrs Hall, and the fact that the transition is being made at long last from abstract theories to concrete proposals in order to increase energy efficiency in the European Union. I am pleased that this report retains the target of a 20% improvement in energy efficiency by 2020. I do not endorse section 16 of the report, which calls for the withdrawal from the market of the least energy-efficient appliances. After all, industry needs to be encouraged to produce better, more efficient appliances. I therefore abstained from the final vote."@en1
