". I voted in favour of the report. The Thirteenth Conference of the Parties to the United Nations Framework Convention on Climate Change, held in Bali from 3 to 15 December, was supposed to set out a schedule for the next two years and reach an agreement extending the Kyoto Protocol, which expires in 2012. Although the first objective appears to have been met, we are still a long way from achieving the second. It is most regrettable that the international community was not able to agree on a target figure for the stabilisation then reduction in global greenhouse gas emissions of at least 20% from their 1990 level by 2020. The European Union should strengthen the constructive and proactive role it was able to play in Bali so as not to provide the countries that reject all targets with an excuse to refuse to act. Although the Bali agreement, which was signed by all the countries present, should be welcomed, we should not give way to a new set of environmental platitudes. There are still two years in which to reach an agreement, and hesitations over the roadmap indicate that the toughest part is still to come."@en1
