"Mr President, first of all, I should like full transparency from the Commission and the Council regarding the ongoing negotiations with the United States on a transatlantic data protection scheme. It seems that now – at the end of the negotiation process – the Commission is going to ask the Council for a mandate. This is the wrong way round.
Secondly, the PNR dossier is starting to turn into a shambles. The need for the whole programme is far from well established. The legal basis is unclear. There is still no system for the protection of personal data in the third pillar. Yet it would seem that this has not stopped the home affairs ministers from deciding on a European PNR programme. Moreover, the European Parliament’s representative, Mr Deprez, was not invited.
I should like to understand how it can be that the German Minister of Justice has at the same time declared that a European PNR programme would be contrary to the German Basic Law. In my opinion, this dossier is far from ready; the European Parliament would first like to hear why this programme is necessary."@en1
