The Government then announced its intention of discontinuing this fee which the Commission considers to be in breach of the
in order to prevent the continuation of the infringement procedures opened against Romania. However, the Romanian authorities refuse to reimburse citizens for the fees they have already paid, although this obligation is enshrined in ECJ case law.
Mr President, ladies and gentlemen, the concept of European citizenship and equal rights for all European nationals will only be fully realised when all the Member States transpose and comply with the rights defined in the Treaty.
