lpv:spoken text	"Mr President, I wish to raise an issue in relation to the Convention on the Adoption of Children. This was adopted by the Council of Europe in 1967. Four decades later it is out of date and needs to be replaced. In 2002 the Council of Europe decided that it should be changed. There were proposals agreed in 2004. The text of the new convention was agreed in 2007 by the legal experts. However, it appears that one country is now having a road block and blocking it from coming before the Committee of Ministers. I think a clear message should be sent from Parliament to the Council of Europe that this matter needs to be amended at the earliest possible date and a new convention put in place to bring it up to date with what has happened in individual countries, and also taking into account the decisions of the Court of Human Rights. I would ask that a clear message be sent to the Council of Europe."@en1
