"The common position satifies the demands made by Parliament in its votes for the first reading, as well as the amendments proposed by the Committee on Employment and Social Affairs. However, the Commission has yet to provide clear research on the impact that the liberalisation of postal services is likely to have on employment.
In its opinion, the Committee asked for an impact assessment of the effects of this measure on the five million or more jobs related to or depending on postal services. This study is facilitated by the fact that postal services have already been liberalised in several EU Member States, such as the UK, Sweden, and the Netherlands. Experience in those countries has not so far indicated that liberalisation has led to an increase in the number of jobs in this sector, or to an increase in their quality.
I believe that certain protection mechanisms should be allowed for situations where the emergence of new postal service providers on the market will lead to massive redundancy. One of the mechanisms available to the companies and Member States affected could be the European Globalisation Adjustment Fund."@en1
