"Madam President, may I express my thanks to the President of the Commission for making it crystal-clear in his introductory words that the cost of inactivity or insufficient activity on the part of the EU and its Member States would be at least five times that of the package presented here today. I should like to associate myself with the speakers who have emphasised the importance of renewable energy sources, and I am pleased to see that the Commission does not regard nuclear generation as a renewable – not that there was ever any question of that.
Let me also underline the importance of energy efficiency and of the measures that remain to be taken in pursuit of that goal, because all studies have shown that energy efficiency is the most economical way to fight CO2 emissions. I must stress that I am extremely sceptical about CO2 storage and that I am opposed to a binding 10% quota for biofuels.
As one who works in the field of development policy, I should also like to say that I keenly await the Commission’s proposals as to how more projects in the framework of the Clean Development Mechanism can be taken to the poorest countries of our planet, for we all know that the poorest countries suffer most from the effects of climate change."@en1
