"Madam President, Mr Barroso, renewable energy sources are not only a cost but also a process that creates jobs, innovation and competitive ability. This is a fact. Nevertheless, the Commission has not taken sufficient account of employment, and this is a central problem. What benefit is there if energy-intensive industry and the cleanest industry move to countries where there are no emission limits? We must get more industrialised countries on board, and it is your duty to take care of this.
As with the telecommunications sector, so with emissions trading has it been the case that those who have achieved the target level are being punished, just as Mr Hökmark said. At the same time, we are looking through our fingers at those who cannot be bothered to achieve the objectives in time or to make any joint decisions. No continuous progress can be made in this way. The Commission has not taken account of the starting level, the energy intensity and efficiency of the economy, the role of zero emissions, and so on. These are important factors.
But, to close, I would say that cost-effectiveness is achieved through innovation, and it does not appear in the budgets of the Member States or of the Commission. It really ought to appear as a means of getting out of this situation."@en1
