"Mr Chairman, since criminal activity is increasing continuously and the threat of terrorism is growing, Europol needs to become more flexible. The three Protocols from 2000 to 2003 that amend and supplement the Europol Convention have still not taken effect. Surely an organisation that is promoting law cannot be effective if changes to its basic legislative instrument come into force only several years after a decision has been made to accept them. The proposal for a Council decision deals with this situation, which is why I voted for it. One important change in relation to the present situation is the plan to finance Europol from the Community budget and give the staff the status of EU official. This will increase the European Parliament’s involvement in the management of Europol and simplify budget and personnel management. In addition, the European Parliament’s position will be strengthened as democratic control of Europol improves. Moreover, the Community’s financial expenditure will be comparable to the current expenditure of the Member States."@en1
