". We have a high degree of confidence in the Member States’ ability to deal with questions concerning the very important issue of adult education. It is important that the education departments of the Member States have sufficient funding to develop adult education. One way to make financial resources available to them is to reduce contributions of Member States to the EU budget so that they have more money available for investment in social provision, education and welfare. We observe once again the failure of the federalist majority in the European Parliament to respect the exclusive competence of the Member States in the organisation of education and the content of training systems. This own-initiative report from the European Parliament should never have been written and cannot be seen as anything more than a job-creation scheme for the European Parliament’s Committee on Culture and Education."@en1
