"Madam President, yes, I voted against this report. My explanation is that the UK Independence Party supports the return of the grants system for the UK, and I would like to point out that it is our membership of the EU that caused it to be abolished in England and Wales in the first place. However, it is up to Member States, and not the EU, to decide on tax incentives and cuts for employers who cooperate with adult learning. As with most things, we need less interference from the EU, not more. As I see that I am very well within my time, may I add that the coming ratification of the European Constitution, despite its rejection in two referendums, is undemocratic, cowardly and illegitimate."@en1
