"In December 2005 the Council granted the status of candidate country to the former Yugoslav Republic of Macedonia, and in June 2006 Montenegro was recognised as an independent state. In an urgent procedure without debate, it is now proposed in Article 1 of the Regulation that Albania, Bosnia and Herzegovina, Montenegro and Serbia, including Kosovo, be granted a European Partnership and in Article 1(a) that Croatia and Macedonia be granted an Accession Partnership. The definitions of those two arrangements are more or less the same. The rapporteur supports the Commission proposal and asks the Council to consult Parliament again if it intends to depart from that proposal. It seems to me a real possibility that it will depart from it. It is not specified how account is to be taken of the anticipated recognition of Kosovo as an independent state in the next few weeks. It is also not clear whether that means that Macedonia will have to wait longer for the start of accession negotiations, or whether Serbia is being offered the prospect of accession as a priority. It is well known that the Netherlands and Belgium are opposed to that for as long as the war criminal Ratko Mladić has not been handed over to the International Criminal Tribunal for the Former Yugoslavia (ICTY) in The Hague. I therefore expect that point to be put back on the agenda, but am not voting against the report."@en1
