You said that this issue needs to be addressed at local and regional level, but would you not agree there needs to be greater cooperation between the major stakeholders, such as financial regulators, governments, consumer organisations and financial complaints bodies so that, working together, they can highlight some of the problems and issues, and at least act as an early warning system for the consumer?"@en1
